Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Inspecting and certifying acceptability of the services rendered throughout the period of performance in terms of quantity, quality, and timeliness as these terms are defined in the subcontract. This will require accessing secure or sensitive areas and locations.
  • Reviews and approves reports and all materials provided by the Subcontractor as called for by the contract. Notifies the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager if reports or other items submitted are to be rejected and states the basis for rejection.
  • Completes and forwards timely progress reports, to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager
  • Certifies the Subcontractor’s invoices for payment, including any credit due Vectrus. This includes the authority to request the Subcontractor to make corrections and/or submit new invoices when clerical or other errors are detected
  • Keeps detailed records of the Subcontractor’s performance, and if it is not satisfactory or if problems are anticipated, notifies the, Vectrus Subcontract Administrator, Quality, and Supply and Services Manager in writing, as to the cause and recommends a course of action from a technical standpoint.
  • Immediate notification is essential to assure that timely and appropriate action is taken to protect Vectrus rights under the Subcontract.
  • Provides copies of all correspondence between the Subcontract Technical Monitor and the Subcontractor relating to contract issues to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager.
  • Prepares memoranda for the record covering all meetings/discussions between the Subcontract Technical Monitor and the Subcontractor and forwards copies to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager.
  • It is critically important to keep them informed of the context of all communications with the Subcontractor to prevent misunderstandings or situations that could affect the contract terms or conditions and become the basis of future claims against Vectrus.
  • Advises the Subcontractor that in the event the Subcontractor desires to propose a change, he or she should submit the request in writing to the Vectrus Subcontract Administrator, Quality, and Supply and Services Manager and specifically identify the effect that the proposed change(s) will have on the terms of the contract (technically and/or monetarily).
  • Assures that changes in work under the contract are not implemented before written authorization or a contract modification is issued by the Vectrus Subcontract Administrator.
  • Costs for work performed may not be allowed if not authorized under the contract.
  • No change or commitment should be directed without prior written authorization by the VectrusSubcontract Administrator.
  • Makes site visits daily, to check the Subcontractor performance to include:
    • Actual performance versus scheduled and reported performance. The Vectrus Subcontract Administrator, Quality, and Supply and Services Manager should be informed of any adverse conditions noted;
    • Changes in technical performance which may affect the Subcontractor’s financial status, create personnel or labor difficulties, overextend facilities, etc.;Verification that the employees charged to the subcontract are performing work under the subcontract;
    • Verification that all Government Furnished Property (GFP) is being used strictly for the subcontract and that proper safeguards are in place to protect all GFP from theft or damage.
    • Monitors and evaluates work performance of the employees to ensure they are in compliance with the Statement of Work (SOW) and all regulations pertaining to their assigned duties.
    • Ensures that Subcontractor is always in compliance with established Quality, Environmental Health and Safety Policies and Regulations.
  • Performs other duties and assignments as required

Qualifications

  • Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. Use the guide below to determine education and experience for this position.
    • High school diploma or equivalent.
  • Proof of COVID-19 Vaccination:
    • To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered.  This definition may change in accordance with CDC guidelines.  Compliance with this government requirement is an essential function of the position and is a condition of employment.
  • Experience:
    • Minimum of 3 years specialized experience in Military Contracting, must have served in a position of increased responsibility encompassing contract performance and supervisory experience. (Quality Assurance or Subcontract Administration experience is a Plus)
  • Skills
    • Must have working knowledge of Base Life Support Operations
    • Must have working knowledge of Performance Work Statements and Statements of Work
    • Must have working knowledge of Subcontractor Management Processes
    • Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required.
    • Leadership and management skills, including a professional demeanor, are required.
    • Strong interpersonal skills are required.
    • Ability to exercise discretion and good judgement is required.
    • Ability to prioritized responsibilities to handle a demanding workload is required.
    • Attention to detail with a high degree of accuracy is required.
    • Advance ability to communicate in English, both verbally and in written form is required.
    • High-level organizational and planning skills, so that workflow is managed and accurate is required.
    • Basic proficiency in Word, Excel, and Outlook and ALL Microsoft applications is required.
  • Physical Requirements
    • Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
    • Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • Visual Acuity

Overview

**This position will be physically located in Qatar in support of LOGCAP**

  • Under the supervision of the Trade Shop Supervisor, the Plumber Lead oversees construction, maintenance involving plumbing equipment and related devices on construction projects for the PWD Projects Team. Conducts Field Surveys (FS) and Initial Assessments (IA’s) for potential construction projects. This task includes but is not limited to the calculation of Bill of Materials (BOM), Work Breakdown Structure (WBS), Labor Hours, Project Technical Approaches, Field /Technical Drawings, Project Assumptions and Job Safety Analysis (JSA). Ensures personnel exhibit superior workmanship and focus on delivering a quality product. Follows UFC’s and Department’s Standard Operating Procedures (SOPs) to ensure all tasks are accomplished safely, with a focus upon quality and plumbing code compliance. Will have direct oversight of Plumbers. Verifies actual hours worked by personnel to reduce manpower expenditure. Provides Leadership and mentors junior personnel to develop appropriate skillsets. Addresses Customer concerns in a prompt, professional and courteous manner. Must have a home-country Driver’s License and be able to acquire a U.S. Government Driver’s License.

  • Provides leadership, guidance, and technical assistance to Plumbers in the performance of day-to-day activities.
  • Prioritize, assign and schedule work for the Projects Plumbing team.
  • Passes instructions received from Projects Supervisor and starts work by assigning immediate tasks.
  • Checks work in-progress to verify work sequence, procedures, methods, and deadlines have been met.
  • Trains workers in construction methods, operation of equipment, safety procedures, and company policies.
  • Monitors information to detect or assess problems.
  • Records and reports all faults, deficiencies, as well as the time and materials expended.

Qualifications

    • Approximately five (5) years combined experience in plumbing trade.
    • Must have an excellent understanding of all safety directives and polices regarding the operation of equipment.

    • 5 years of plumbing experience and 3 years of leadership experience
  • Skills:

  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
