This position is located in the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in the United Nations Office of Counter-Terrorism (UNOCT), in Doha, State of Qatar. The Programme Support Associate reports to the Head of Office.

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism was established for implementing key initiatives under the Inter-Parliamentary Union Programme (IPU-UN) on the Role of Parliaments in Addressing Terrorism and Violent Extremism Conducive to Terrorism. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and support to effective functioning of the Global Parliamentary Network and the coordination platform for regional parliamentary assemblies on countering terrorism and preventing violent extremism. The programme fosters a “whole-of-society” approach and is implemented by the United Nations Office of Counter-Terrorism, in partnership with the Inter-Parliamentary Union (IPU) and the United Nations Office on Drugs and Crime (UNODC) and in close cooperation with regional parliamentary organizations.

ROLES AND RESPONSIBILITIES
Within limits of delegated authority the Programme Support Associate will be responsible for the following duties:

• Supports with preparatory meetings with relevant offices and delegations regarding procedural and organizational arrangements for the sessions of assigned committees and meetings/conferences.
• Provides assistance in planning and implementation activities/processes for the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism.
• Assists in carrying out language terminology support in the official documents, correspondence, and communication materials in the Arabic Language, as produced by the Unit.
• Assists in the coordination of programme planning and preparation; monitors status of programme proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
• Ensures that all required services, including the availability and distribution of documents, and personnel are available in order for committees and meetings/conferences to convene according to the schedule.
• Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.
• Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.
• Drafts programme summaries, coordinates review and clearance process, and coordinates with editor, Arabic translation services, etc. on finalization and publication of report multiple languages.
• Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.
• Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
• Performs other duties as assigned.

Experience: A minimum of seven years of experience in programme or project administration, technical cooperation or related area is required. Experience assisting programmes or projects, including the coordination of high-level events and workshops, is required. Experience with administrative policies and procedures in international organisations is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Fluency in Arabic is required.

United Nations Qatar Job Description

Under the overall guidance of the UNOCT Office in UN Headquarters and supervision of the Head of the Programme Office, this position will support the timely establishment and operationalization of the UNOCT Programme Office and the implementation of its programme of activities. The Programme Office will perform three core functions: (1) conduct and advance research in behavioural sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; (2) provide capacity-building assistance to Member States and organizations to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism; and (3) promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter-terrorism interventions.

The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT Programme “Establishment of the International Hub on Behavioural Insights to Counter Terrorism”. The incumbent will lead the Capacity-Building Team and report to the Head of the Programme Office.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Programme Officers.)
• Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Liaises with relevant parties and potential partners including government agencies, international, regional and subregional organizations, UN entities, research and academic institutions, suppliers, etc.; ensures follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources.

• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Experience working in a peacekeeping operation or related field setting is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable. Knowledge of another United Nations official language is an advantage.
