Due to the continued success of our Middle East operations, we are looking for a Planning Engineer to join our diverse team in Doha, Qatar.

The Planning Engineer will play a leading role in the re-engineering and establishment of a high performing Programme Management Office (PMO) Function to service Ashghal Assets Affairs’ Departments (Roads Operations Maintenance Department (ROMD) and Drainage Networks Operations and Maintenance (DNO&M)). The Planning Engineer will hold a Programme Management role across these two Departments. Whilst ensuring successful delivery of the re-engineered PMO Function across the two Departments, the outcomes of the activities led by the Planning Engineer will support the successful achievement of Assets Affairs’ delivery activities and the associated service benefits for users of roads and drainage services in Qatar. The Planning Engineer will work directly with Assets Affairs’ Asset Management Lead and PMO Project Lead to ensure the co-creation of the new ways of work into the business.

The Planning Engineer shall:

• Have hands-on business leadership and programme management experience with demonstrated excellence in improving the efficiencies and effectiveness of organizations through leading finance, accounting, budgeting, analysis and reporting, and supply chain delivery management teams around the world.

• Understand ROMD and DNO&M’s activities, and all relevant stakeholders (internal and external).

• Understand the scope and volume of work to be successfully managed by the business over the next five years.

• Ensure stated levels of service to be provided, and the actual performance delivered by all the activities of the Department, are met or exceeded.

• Based upon this understanding, and working and coordinating with the two Assets Affairs’ Departments, identify and promote all new and arising business needs (data, processes, technology and people); support the Departments in the mobilization of relevant resources / projects, including the identification of all resources (Ashghal, Stantec) required to ensure Assets Affairs’ delivery activities are successfully achieved.

• Ensure that all operational delivery projects across the Departments are delivered to Ashghal’s strategic objectives. These include:

• Contract Management and Delivery:

• Embed Framework Contracts

• Ensure appropriate works programming, quality reviews and payment verification techniques are applied

Work Programming:

• Deliver robust renewal and maintenance programmes across both Departments.

• Work closely with Assets Affairs’ PMO Lead to provide required governance to Assets Affairs’ Monthly / Quarterly, etc., reporting being responsible for re- engineering and subsequent compiling of relevant Reports for all Operational Delivery projects being performed within Assets Affairs.

• Ensure quality standards are met, and risks and assumptions documented across all work performed within the PMO.

• Support Change Management activities across the PMO including:

  • Advise on and assist with the organisational changes required in the PMO to support the delivery of operations and maintenance contracts effectively.
  • Review Assets Affairs’ and Contractor Business Processes to ensure maintenance, renewal and capital project information is updated and accurately maintained in Ashghal’s Enterprise Asset Management System IBM Maximo and Programme Management System Primavera P6.
  • Help ensure Assets Affairs has the capacity and capability to deliver the approved budgeted programme.
  • Identify any necessary training and development programmes to support the PMO Team to deliver their roles effectively.
  • Mentor and coach key staff within the PMO to embrace required ways of work.

Title:

Planning Engineer (PMO set up experience)

Qualifications:

• Degree or higher-level qualification in engineering,

(e.g. BSc, BEng, MSc Chemical Eng.)

• Preferred Chartered Status.

• PMP Certification would be an advantage.

General Experience:

• Minimum 10 years of Post Qualification experience.

• Minimum of 5 years as a senior engineer within the Programme Management workspace, ideally covering both the Roads and Drainage Maintenance work areas.

• Experienced Programme Manager able to provide expert advice on the establishment / re-engineering of a PMO Function within an Operations / Maintenance business bringing international world class expertise.

• Strong experience in mentoring Departments / delivery teams to achieve time, cost and quality objectives.

• Experience in using Primavera P6, SharePoint 2010, Microsoft Office Suite and associated tools for managing project documentation on major programmes of work.

• Experience with capital project management systems and tools, such as reporting, project delivery, stakeholder management, decision tracking and capital investment planning.

• Experience in Contract Management and negotiations – between Clients, Contractors and Legal Advisors.

• Excellent supervisory and management skills, including problem solving, maturity, empowerment and communication skills.

• Strong organisational, presentation, and customer service skills.

• Strong communication skills.

Specific Experience:

• Strong Stakeholder management skills ideally including work within the Middle East.

  • Using latest version of Primavera Project Management (P6) and Primavera Web Scheduling software for monitoring and reviewing the baselines and updated project schedules and cost
  • Using latest version of Primavera Contract Management (Expedition) as Contract Document Management software to track Correspondences, Drawings, Submittals, Material & Equipment Procurement, Daily Reports, Transmittals, Minutes of Meetings, Bill of Quantities, Proposals, Requests for Inspection, Requests for Clarification, Change Orders, Invoices, Payment Requisitions and Snag Lists and linking the Project information in Primavera Contract Management to the Primavera Enterprise Schedule
  • Ensure the use of standardized forms and reports of Ashghal which are available in Primavera Contract Management (Expedition)
  • Coordinate for the review and integration of the schedule into Ashghal’ s database and will guide the Contractor in preparation of the schedule

Qualifications:

  • Bachelor’s Degree in a relevant Engineering discipline with certification in planning and scheduling of projects and in using Primavera applications (Primavera Project Management /P6 and Primavera Contract Management/Expedition) and cost engineering with minimum 10years of experience, 5of which should be in a similar role with an engineering consultancy, supervisor consultant or project management consultancy.
  • At least 15 years project management experience in planning, scheduling and cost engineering, including at least 7 years using Primavera Project Management (P6), Primavera Contract Management (Expedition); Preferably, have minimum 7 years’ experience in the Gulf region
  • Good oral and written English language, with good report writing, analytical and computer skills
  • Extensive knowledge and experience in project planning, budgeting, cost phasing and control from the project initiation to close out phases, utilizing computer based systems (Primavera Project Management ‘P6’ & Primavera Contract Management ‘Expedition’), within the framework of an integrated project services function for the effective management of a wide range of concurrent projects, to meet the business plan objectives
  • Completed at least one project in the same role that is comparable in complexity and size to the project
  • Fully conversant with the standard forms of Contracts used in Ashghal projects.
  • Must have ability to utilize computer technology to analyze data, maintain records, analyze financial data and generate reports.
  • Must have good command of English both written and spoken

Stantec Qatar is looking to hire a Project Manager for a sewage treatment plant project.

  1. You will have a minimum of 20 years post-graduate experience, of which 12 years will be in a managerial or technical lead capacity, pump station and STW works including operation and maintenance works done through PPP.
  2. Demonstrate knowledge in operational calculations which are theoretical calculations of the working conditions required to compare deviation with actual operation, e.g. performance, hours of operation of equipment, waste production ratio, electrical and

reagent consumption ratios, hydraulic maintenance parameter and biological process, etc.

  1. Must demonstrate experience in Asset lifecycle Management, able to understand Financial Report (Profit & Loss, Balance Sheets, Cash Flow etc.).
  2. Must be able to demonstrate the extent of his/ her knowledge and experience in respect of international construction/ contract law, contract administration procedure, staff management, hold a perceptive understanding of procedures and be capable of interpreting statutes, code ordinances and regulations; Must demonstrate experience in respect of the technical and financial proposals, evaluation and constructability, technology deployment and solving technical problems that may arise during initial operation stage of a drainage systems.
  3. Ability to monitor the Operational and Maintenance Performance of the entire plant against the output performance requirements. He shall be responsible for commercial monitoring and audit contractor – able to make control and optimization on budget & profit, cost control throughout this commercial operation period.
  4. Must have a strong leadership in reporting, coordination, negotiation ability to client and able to lead a large project management team of inter disciplines and a strong desire on delivering results relevant to O&M deliverables.
  5. Knowledge and ability to understand, lead, make appropriate decision on the responsibilities to progress the work mentioned in each of the staff requirement

  1. Advising the Project Company (in writing) of any part of the Works failing to meet the service requirements specified in the PPPA (Operation and Maintenance Services Requirements);
  2. Reviewing the Project Company’s report, explaining the reason for cause for the failure and actions to correct the deficiency, for the Works that are failing to meet the

service requirements specified in the PPPA (Services Requirements) identified by either the Consultant or the Project Company.

  1. He / She shall ensure that the Operation & maintenance Plan submitted by the Project Company shall be structured so as to cover the Services at the Project Assets, be consistent with the Good Utility Practices, be sufficiently detailed and be consistent with the Guaranteed output Performance requirements in accordance with the PPPA.
  2. He / She shall provide a detailed report outlining its assessment of the Operation & Maintenance Plan, highlight areas of concerns, provide its recommendations and accordingly communicate with the Project Company to rectify any approved aspects of rectification.
  3. Reviewing the Project Company’s report, identifying and explaining the cause of the Event of Default, and the Project Company’s plans for preventing the recurrence of

the Event of Default;

  1. Monitor and review the Project Company’s performance against the output specifications and take corrective actions as necessary;
  2. Management skill on controlling, guiding project staffs/HR knowledge for staff attendance control/Labor law etc.
  3. Good knowledge & experience on Safety management/control

Qualifications:

  1. Bachelor’s Degree in Civil engineering from an accredited University with Professional Qualifications from a recognized International Institution and with a professional career development record all as approved by the Engineer.

Key accountabilities for this position include but are not limited to:

  • Preparation and review of HSE Plans, risk assessment, HSE procedures, audit plan
  • Conducting HSE audits, inspection, incident investigation as per OHSAS 18001 requirements, OSHAD, International and local requirements
  • Good knowledge in the local requirements and regulations
  • Coordination with clients, contractors and regulatory agencies
  • Ensure compliance by all parties with HSE requirements and regulations and all relevant legislation and statutory requirements, including rules and regulations (as amended from time to time)
  • To manage in a manner that achieves quality installations meeting performance parameters set out in the Statement of requirements within the cost and schedule targets set by the company.
  • To ensure that all actions, works and services undertaken by contractors, are in accordance with the respective agreement with the company.
  • To ensure compliance with the company’s objectives, requirements, priorities, policies, procedures, standards, rules, regulations and guidelines provided by Company from time to time.
  • Review and approve the HSE deliverables of the project.
  • Monitor the construction activities and make sure that these are executed as per the HSE plan and procedures.
  • Develop & execute a personal HSE intervention plan. Personal plan to include the activities that support visible HSE leadership such as, safety inspection tours in all areas, identifies potential hazards & recommended solutions, audits, personal interaction and participation in HSE meetings.
  • Direct and support the identification of HSE hazards, evaluation of risks for all activities and develop the tools to manage and reduce these risks
  • Participate in and/or review the various Formal Safety Assessments.
  • Review HSE Plan, Procedure, Method Statement, Risk assessment & all Health, Safety & Environment related documentation to ensure compliance with established standards.
  • Implement improvement & prohibition notice to contractors set up recommendation & corrective action with the close out date follow up the same

A. Qualifications

  • Particular emphasis on Quality Assurance Specifications and Statistical Quality;
  • Should be able to review and justify the material submissions, analyze laboratory and technical reports, carrying out acceptance sampling plans, testing and quality measures, ensuring the compliance with the project’s specifications. Ability to prepare accurate QNQC plans and have the ability to lead and motivate a project QC team, write clear, brief and accurate technical reports.

C. General

  • Must demonstrate and prove his experience in respect of the relevant international Standards for Quality Assurance procedure;
  • Should participate in the all aspects for the project life cycle, from setting out, Designs, construction, testing and commissioning stage, with emphasis on data analysis, system testing, regression testing, and auditable documentation of results;
  • Proactive acumen and an ability to manage multiple working areas on site is essential.
