Job Summary and Purpose

The Maintenance Engineer (AI) is responsible for monitoring of Assets in line with Asset Integrity Management System Procedure.  This includes integrity of plant, facility, utility, mobility, civil & marine infrastructures in the NKOM yard and for the continual review and improvement of Asset Management Plans (AMP’s). Monitoring of all works shall be in line with industry best practice and in full compliance with company HSSEQ requirements.

Accountabilities

Key Accountabilities:

1)    Responsible to implement Asset Integrity policies and procedure for all NKOM yard equipment’s.
2)    Responsible to conduct IIR/RCA report for all the Incidents/ Accidents / Damages / Breakdowns etc.,
3)    Responsible to perform the Inspection, Condition Monitoring, Data Review and Analysis.
4)    Provide monthly Asset Integrity status reports.
5)    Identify the root causes for the Asset Integrity deterioration.
6)    Conduct Asset Integrity, Risk assessment, Risk Reduction for critical assets.
7)    Suggest improvements and coordinate for management approvals.
8)    Review the yard equipment’s maintenance works, maintenance reports and perform the gap analysis to improve the maintenance regime, maintenance plan (Predictive Maintenance (PDM), Proactive Maintenance(PROM), Plan Preventive Maintenance (PPM), Condition Based maintenance(CBM) for the equipment’s.
9)    Assist and advise Head of Maintenance in the preparation of maintenance strategies to reduce failure rates of equipment and improve maintenance KPI.
10)    Prepare IIR/RCA reports and provide to Head of Plant and Maintenance with proposals for corrective action & preventive action (CAPA) and Lessons learned action (LLA) to recurrence of failures and ensuring lessons learned.
11)    To provide technical support to optimize the for PM&S SAP plan for PM, CM, BDM, REFM, Turn Around and shutdown maintenance.
12)    To provide technical support to optimize PM&S (OPEX, CPEX) Maintenance Cost.
13)    Provide suggestion for best maintenance practices, methods, technologies and coordinate their implementation for enhancing the integrity at an optimum cost.
14)    Coordinate with relevant Authority and obtain approvals of MOC for any changes to systems and structures.
15)    Communicate upwards for Training needs, Process Improvement Suggestions and follow up on implementation.
16)    Demonstrate work behaviors consistent with company values and work within company policies, standards, procedures, and any legislative requirements.
17)    Adhere to health, safety, security and environmental policies, procedures, instructions, and controls for the safety of self and others.
18)    Ensure compliance to quality management procedures and controls to deliver high quality services and products.

JOB SUMMARY AND PURPOSE

Develop and facilitate the implementation of Learning and Talent Development initiatives to improve and enhance employees’ knowledge, skills and competencies required to achieve the business objectives of NAKILAT & Joint Venture companies. As well as provide specific emphasis on the development and implementation of Qatarization strategies in support of the human development pillar of Qatar National Vision 2030.

JOB SUMMARY AND PURPOSE

Qatarization:

  1. Design and implement initiatives, programs, and events to support Qatarization.
  2. Participate with senior management in the formulation of strategies for the development of Qatari employees.
  3. Ensure PDP’s (Personal Development Plans) are in place and updated as necessary for all Qatari Nationals (current and new employees).

Talent Development and Succession:

  1. Design and implement talent development programs for Qatari Nationals to ensure a robust and sustainable pipeline of talent for the Company, including but not limited to sponsorships, scholarships, national developee program, and continuing education programs.
  2. Design and implement a Performance Coaching framework, appropriate for Nakilat and Joint Venter companies, to ensure ongoing development of employees, while ensuring that line managers, coaches, and mentors are trained within this framework.
  3. Advise on and implement appropriate procedures to identify internal talent, with specific focus on Qatari Nationals.
  4. Design, develop, and implement a Succession Planning Framework for Nakilat and Joint Venter companies.

Learning & Development:

  1. Develop and action an annual learning needs analysis and training plan to address identified learning needs.
  2. Identify suitable training providers available both locally and overseas to deliver learning in line with NAKILAT and Joint Venture companies’ learning needs.
  3. Plan, coordinate and supervise the provision of in-house and external training services to meet NAKILAT and Joint Venture companies’ training and development requirements.

Performance Management and Development:

  1. Advise on and implement appropriate performance management and development methodologies for NAKILAT and Joint Venture companies.
  2. Ensure that a system for performance management and development that covers all phases of the performance cycle is in place and utilized appropriately.

  1. Manage section staff by overseeing their performance management, recruitment, training and development to ensure high levels of engagement and competence.

Budgets and Plans:

  1. Contribute to the development of the HR department budget, through setting the Learning & Development section budget, and monitor its expenditure, while ensuring the optimal utilization of all available resources to protect NAKILAT’s interest.

Systems and Processes:

  1. Supervise and ensure the development of policies and procedures for implementation of all learning and development initiatives; periodically review all learning and development section policies and procedures to identify areas of improvements.

Others:

  1. Provide guidance, support and collaboration to HRBP in all matters related L&D in order to ensure smooth delivery and consistency to Nakilat Joint ventures in all L&D matters.

Carry out any other duties as directed by the HR Manager.

Qualifications: 

  • Bachelor degree in Business Studies, Business Administration, Human Resources or any other related field.
  • Master’s Degree is preferred.

Experience:

  • 8-10 years of related experience of which a minimum of 3 years in managerial position.
  • Previous experience in Oil & Gas industry and regional experience is preferred.

Key Accountabilities:

Written Communications: 
1.    Assist in developing all written communications for the Public Relations Department, NAKILAT Voyages (in-house newsletter), NAKILAT Annual Report, corporate brochures & collateral materials, reports, press releases etc. This includes translation of written and promotional materials, where required.
2.    Write and produce all stories, articles, and news for external distribution. Review and edit stories, articles and copy produced by third party writers and journalists for external audiences, in both English and Arabic
3.    Develop, write, and ensure the accuracy and content of NAKILAT website and social media accounts.
4.    Support the Head of PR in in writing and reviewing the NAKILAT portal and selects the relevant stories, news items and pictures to be used in reporting the news and current events.
5.    Support the Head of PR in organizing and managing all Joint Ventures’ written communications as well as management of graphical projects (e.g. presentations, flyers, posters, etc.)..

Media Management:
6.    Act under the supervision of the Head of PR, to coordinate with local and international media bodies on the necessary Media coverage for NAKILAT’s activities and press release. This includes routine update of the media contact list.
7.    Handle company media monitoring and distribution., including periodic reporting of statistics
8.    Support the PR Department in crisis communication and emergency response drills/exercises and events.
9.    Ensure all media releases and other external communication materials are of high quality and fit for purpose.
10.    Support the  production of all communication material in coordination with Head of PR and act as the custodian of maintaining and monitoring the usage of NAKILAT’s branding, internally and externally.
11.    Take the lead in any photo or video/film productions for Nakilat or any of its Joint Ventures, under the supervision of the Head of PR.
External Communications:  
12.    Support the Head of PR in writing copies and preparing layouts for all advertisements, banners, greetings, condolences etc. for local and international newspapers, magazines and publications.
13.    Build and sustain effective working relationships with government departments and agencies, media, stakeholders, and Q-companies (i.e. Qatar Petroleum, Qatargas, etc.) to support company objectives and help meet communications needs.

Event Management: 
14.    Support Head of PR in organizing and managing all NAKILAT and Joint Ventures’ events including Ras Laffan Industrial City visits.
15.    Support Head of PR to plan, organize and direct the activities of the Events to ensure that services are provided efficiently and effectively.
16.    Support Head of PR to ensure proper delivery of NAKILAT events and take appropriate proactive and reactive measure in case of deviations from set plans.
17.    Support Head of PR to establish NAKILAT’s calendar of events through liaising with key stakeholders while ensuring compliance with pre-set budget and branding guidelines.
18.    Build and maintain good relationships and external contact at national and international levels with peer companies such as Qatar Petroleum, QG and other Qatari companies in addition to conferences’ planning & management organizations.
19.     Handle event administration such as sending out invitations and arranging for transportation as required.
20.    Inspect event facilities when applicable, to ensure that they reflect customer requirements and event goals.
21.    Participate in the negotiating contracts with major vendors that are being dealt with from an events’ management perspective.
22.    In coordination with the Head of PR, manage the relationship with external event management agencies for the delivery of events, if required, and monitor their performance and take necessary actions.
23.    Research and execute events in a creative and different ways to raise NAKILAT’s exposure.
24.    Consult with relevant internal and external parties to determine objectives and requirements of the different events to align event plans with those requirements.
25.    Support Head of PR to plan the provision of all needed resources to support events, including venue, caterer, equipment, presentations, printed materials, promotional items, staff uniforms, security, etc.
