Job role:

Purpose

The Ooredoo group is implementing an on-going ERM capability program across the Groups across 17 markets globally by improving people, processes, and technology. The board recognizes that revenue leakage, revenue assurance an enterprise risk management will maximize revenue and profit and minimize leakage and loss through other channels.

The role provides leadership and expertise in Enterprise Risk Management and is tasked with minimizing revenue and cost leakages, while maximizing customer satisfaction via correct, complete and timely charging and billing and through the effective identification and management of risk across all areas of the business.
To assist in developing and executing an effective and robust strategy for enterprise risk management across:  revenue assurance, fraud management, finance systems, and financial controls in OG and across the OG group OpCo’s. In addition to put in place risk awareness, identification and resolution processes across all parts of the organisation which will ensure risk is mitigated in all parts of the business limiting revenue losses and maximising returns, with strong emphasis on educating and implementing systems which will continually strengthen and improve ERM awareness and successes.

Profile

• Promote the consistent use of risk management and ownership of risk at all levels of the organisation.
• Contribute in building a risk-aware culture, including appropriate education and training.
• Assist the organisational processes for identifying, analyzing, evaluating, responding to and monitoring, and reporting on key risks.
• Develop, implement, monitor and provide fraud risk assessment
• Conduct ongoing analysis working with relevant stakeholders to identify root cause of fraud trends and confirm appropriate controls have been designed and implemented
• Support the design, implementation, documentation, assessment and monitoring internal control framework, including group policies and key risks in order to ensure that the group has adequate controls to prevent unintentional and intentional errors in financial and nonfinancial reporting, processes and business operations
• Formulate policies and procedures to improve internal controls, compliance and efficiency
• Lead the process for internal controls reviews across the group
• Deliver adequate and timely reporting on the internal control framework and control deficiencies to ensure appropriate communication, documentation, escalation to business partners, senior leadership and Audit and Risk Management Committee
Experience

  • 8 years’ experience out of which at least 5 years directly related to Enterprise Risk Management
  • Previous experience at Managerial Level in ERM, RA, FM, finance systems, and financial controls.
  • In-depth knowledge of telecommunications, ERM, RA, FM, financial controls, and finance systems.
  • Proven demonstrable experience in developing ERM practices and leading their implementation across multiple operating entities.
  • Significant knowledge of Risk Management models and their implementation
  • In depth knowledge of telecommunication technologies and areas of revenue loss

Qualifications

  • Bachelor Degree business/accounting/finance or economics related discipline, or Computer Science /Operational Management
  • Professional qualifications in risk management, would be an advantage

Role Information

Ooredoo Group Strategic Sourcing (OGSS) is responsible of developing and implementing a sourcing strategy aligned with Ooredoo group strategy (growth, financial, brand etc.) and which matches the needs of the group OpCo’s in their respective markets.

OGSS’ scope is coordinating sourcing activities and negotiating best terms with suppliers on major spend categories for Ooredoo Group through managing suppliers centrally where possible and to ensure a ‘one voice’ strategy is communicated and to drive performance measures across all category sourcing to be implemented.

This role supports that aim through leading the Radio Access Network  sourcing activities

Purpose

Lead and direct Radio Access Network sourcing activities and coordinating sourcing resources across Ooredoo Group operating companies (OpCos).

This is a Group Procurement position

Role Accountabilities

Strategy definition:

  • Manage the Radio Access Network (RAN) category, developing and executing centre-led sourcing strategies
  • Interact with Group CxOs and OpCo leadership teams to define the RAN category sourcing roadmap for implementation of category sourcing initiatives.
  • Manage the internal and external category profiling (i.e., spend analysis, demand analysis, supply market analysis) and identification of potential levers to lower total cost
  • Support the Senior Director of Network Sourcing in defining category specific sourcing policies and procedures (e.g., single sourcing, supplier panels, etc.)
  • Build strong collaborative networks and communicates with internal Group stakeholders and relevant OpCo stakeholders to ensure alignment on the category sourcing strategies Tendering and negotiation:
  • Manage RAN category sourcing activities, supervising centre-led and locally-led sourcing teams
  • Manage the tendering process, evaluation of submissions and selection of RAN suppliers
  • Manage the development, negotiation and implementation of Group Sourcing Contracts (GSCs) on behalf of Group OpCos, leveraging the consolidated buying power of the Group.
  • Conduct effective change management with stakeholders post-implementation to realise value from initiatives
  • Manage contract change requests from OpCos and escalates to the head of Sourcing as appropriateSupplier relationship management (SRM):
  • Support the development of suppliers’ KPIs and scorecard and manages the collection of supplier performance data
  • Manage the relationships with suppliers to drive improvements in supplier performance and conducts regular supplier reviews  Performance reporting and compliance:
  • Support the development of measurable category objectives and targets, and produces regular reports
  • Promote compliance across Ooredoo Group on GSCs and Group policies, processes and procedures
  • Own the Central Validation Desk (CVD) process and drive this across the OG and OpCo organisations

People management:

  • Supervise Group Sourcing Buyers and local sourcing teams on category sourcing activities, provide guidance and support, monitor and prioritise workload
  • Lead the Central Validation Desk team (CVD) for the RAN category

Experience

  • Minimum 12 years relevant experience in the category domain on telecom operator or vendor side.
  • Strong track record in managing this category and implementing sourcing strategies across multiple operating companies
  • Strong track record in managing and negotiating with suppliers in relevant supplier markets within Telecommunications
  • Strong track record of reducing Total Cost of ownership for Telecom operators
  • Fluent in English (both written and verbal)
  • Experience in MENA preferred

Qualifications

  • Minimum bachelor degree qualification in telecom engineering or other relevant engineering and science discipline
  • Preferably certified by a relevant professional body (e.g., CIPS, CPM) or qualified with a relevant Master’s degree (e.g., Supply Management) or Master of Business Administration (MBA)
