Job Summary and Purpose

Ensure that the company receives maximum value (price, quality etc) for resource allocation the money spent by ensuring efficient procurement of goods and services. Coordinate the purchasing activities for the organization as well as joint venture companies. Resolve any issues that come up, through innovative thinking and teamwork, also ensure complete compliance with departmental, corporate and state policies and procedure.

Tendering:
1. Assist in tendering and awarding call off agreements for all repetitive purchases as per the policies of the section/ department.
2. Prepare Limited Tender Committee (LTC) submissions for tendering and award proposals. The incumbent shall present the same to tender committees for discussion and getting endorsements.
3. Ensure that all stages of the procurement process from the pre-tender stage to the post-award stage are implemented successfully and that all commitments are entered into the SAP system.
4. Plan and coordinate all activities required for conducting any commodity-based purchases.
5. Capturing all approved long term supply agreements for repetitive purchase in SAP under Outline Agreement.
6. Ensure all the Material Requirements Planning (MRP)s items been captured under commercially viable agreement supply for reduction in inventory, logistics, administrative and overhead costs.
7. Identifying opportunities for the preparation of Service Level Agreements for the combined purchase of Material and services.
8. Perform the material and services procurement process in accordance to the N-KOM’s business requirements in compliance to Company’s policies, department’s procedures and ethical standards to ensure the following:
a) Request for Qoutation (RFQ)/Tendering/Request for Proposal (RFP) and sourcing process is fair, open and ethical with all Vendors and contractors with equal opportunities to all interested parties.
9. Preparation of Purchase Orders contains complete information and is accurate as quoted and negotiated.
Inspection and Control:
10. Identify any non-conformities and make suggestions for improving procedures related to purchasing.
11. Follow-up on orders to ensure that the required materials are shipped and delivered on the date promised by the supplier and captured in SAP as PO delivery date.
12. Conduct value and ageing analysis of the purchased products to improve efficiency.
13. Ensure all delivered materials are in complaince to the PO requirements and close-out Over, Short, and Damaged (OS&D) on monthly basis.

Relationship Management:

14. Build and maintain effective relationships with the government and custom authorities so as to prevent any problems when goods are imported by the company.
15. Liaise with other departments on a regular basis to identify their requirements for goods and services.
16. Assist in negotiating on commercial terms with suppliers such as prices to maximize the value for money. The incumbent shall always safeguard the company’ s interest.
17. Liaise and coordinate with the end users and the logistics staff to ensure on-time deliveries and rectify all OS&Ds with the coordination among Warehouse, logistics and Vendors.
18. Coordinate with the selected bidder to ensure completion of alI administrative processes and submission of all contract signed documents. Also, chasing Accounts and Finance to ensure timely settlements of payments to all the vendors.
19. Communication with internal interfaces for all relevant matters include Engineering, Project Management Teams, Operations Group, QSA, Finance and Commercial.
20. Preparation and presentation of Querterly KPI reports, daily orders progress, Outline Agreements and expediting reports, and all assignment status sheets to the Head of purchasing

Agreement Activities:
21. Seek opportunities for consolidation by establishing and managing supply agreements/Call-off Agreements which are directed towards reduction of overall acquisition and inventory cost.
22. Collaborate with the joint venture companies of NAKlLAT for joint utilization of supply agreements, and checking for material availability.

Record Management:
23. Maintain accurate records for audit trail purposes as per’ P&P of the purchasing section.
24. Support the evaluation of quotations and clarify all technical queries with vendors and end user departments/sections with minimum possible time.
25. Maintain appropriate records to ensure that the procurement process and the contractual agreements are accurately documented (signed contracts,etc.) for accountability and audit purposes.
26. Provide assistance in managing the administrative process from preparation of LTC documents till the award of the contract.
27. Evaluate purchase requisitions and source all the required materials from commercially and technically viable vendors. The incumbent shall use the existing supply agreements/Call off Agreement/ if any.
28. Assist the Head of Purchasing in maintaining all related procurement documents and records.
29. Assist in the preparation of Requests for Quotation, Invititation to Bid, Requests for Proposal and ensure timely dispatch of these documents to concerned parties captured in SAP.
30. Closely following-up with the logistics for deliveries, warehouse for Goods Reccieved Notes (GRN), vendors for invoices, accounts and finance for the critical order payments settlements.

31. Ensure timely issue of RFQs/ Invitation to Tender (ITTs) /RFPs to correct vendors and contractors through system.
32. Ensure Commercial information is kept confidential and not released to persons outside of Procurement group and only to Project or Cost Control Managers in accordance to the policies.
33. Produce accurate Commercial Bid Evaluation (CBE) and ensure the purchasing coordinator are following all details accurately over the CBE before PO release.
34. Create Purchase Order with all supporting documentation (CBE, valid quotations, proposals, TBE/technical datasheets, Material Safety Data Sheet (MSDS), catalogue, LTC approval, contract copy, etc.) as per requirements and ensure the same with the Purchasing coordinator.
35. Ensure all KPIs are met monthly and self generating, monitoring and reporting the personal progress reports.
36. Ensure the purchase orders deliveries and storage of chemicals and supplies schedules are under complaince to the regulations of RLIC and NKOM’s policy towards handling and Storage of Dangerous goods.
37. Updating daily progress to the Senior Purchasing Officer/Engineer. And ensure using of Smartsheet® for reporting the daily targets completion and progress.

Market Research:
38. Conduct market research and gather market intelligence on new products, opportunities and suppliers.
39. Monitor the global trends with regards to all repetitive purchase materials.
40. Assist the end user departments / sections in obtaining the pricing information they require for developing their department / section budget.
41. Purchase Order Close Out in the SAP without remining any financial liabilties over company.

Job Summary and Purpose

Lead the overall technical management (including technical services provided by third party managers) of LNG/LPG vessels under direct management of NSQL, in a reliable, safe and cost efficient manner. Support various projects and studies related to fleet in order to ensure efficient and reliable operations, as well as ensure that all ships are being operated in compliance with the applicable regulations and legislations as well as class requirements and industry standards.

Standardization:

1.    Maintain high technical and operational standards for the vessels in order to meet the reliability benchmarks.
2.    Strive to achieve industry-wide best standards for vessels, dry docking, repairs and performance by application of statistical analysis on repair periods, frequency of repairs, time of repairs, etc. as well as preparation of database containing details of fuel consumption, equipment failure and spare parts. Also schedule periodic ship visits and inspections in order to track achievement against best standards.
3.    Contribute to various projects and studies related to fleet in order to improve quality and standards of vessels.
4.    Develop policies and procedures related to ship management, and ensure sign off through MOC process.

Maintenance System:

5.    Monitor the system of planned maintenance while ensuring that the same is kept up-to-date and compliant to regulatory requirements.
6.    Assist in the technical and feasibility analysis pertaining to new or replaced vessels equipment and systems.

Operational Support:

7.    Render expert technical and marine engineering advice as well as assist in shipping in order to ensure reliable, safe and cost efficient operations.
8.    Resolve all technical issues and propose solutions and recommendation for the same. Explore any improvement or modification required in vessels while also tracking their status for implementation.

Financial Support:

9.    Prepare budget for vessels, track variances with actual costs as well as take steps to control those variances.

Safety:

15.    Conduct periodic safety & technical audits, vetting of vessels as well as tracking status of incident investigation. Also prepare systems for incident response and contingency plans as part of the risk management exercise.
16.    Performs duties and responsibilities under the guidance of Company Incident Commander as stipulated by Emergency Response Plan.
17.    Also render emergency response and support in event of incidents and/or emergencies to the vessel or company as the need be.

Staff Performance:

18.    Manage ship staff in term of monitoring their performance, undertake appraisals and coordinate with Marine Personnel Department on recommendations.

Dry Docking:

19.    Prepare, arrange and review dry docking specifications and documentations prior to and post every dry-docking.
20.    Attend and monitor the dry docking to ensure safety, efficiency, accuracy, quality and time schedule of repair work .
21.    Monitor personally all details of dry-docking and major planned repairs and ensure that these are in accordance to the Maintenance System in place  (SMS)
22.    Participate in price negotiations in post dock review meetings.

Provide administrative and secretarial assistance to Transport function while ensuring proper documents and records are maintained for the work carried out in the function.

Key Accountabilities:

1. Implement rules and regulations pertaining to transport function so that all relevant procedural / legislative requirements are fulfilled while delivering a quality, cost-effective service to employees and clients.
2. Receive transport requests through various channels (e-mail, telephone, radeo etc.) and schedule, plan and execute duty roster for Drivers.
3. Update system records and co-ordinate with Account / HR and other Departments on matters related to the transport function. Create and maintain various documents and records as required in the SAP and other filing systems.
4. Draft and issue of memos and circulars as necessary.
5. Provide administrative support to various stake holders in the department.
6. To maintain proper filling of all documents handled in the department (system records and manual as required).
7. Keep the office stationery and monitor usage.
8. Coordination with other departments on administrative or transport matters or as instructed by supervisors.
9. Perform the duty as document controller for technical documents like bids, specification, invoice etc. held by the departments and make records easily available during internal and external audits.
10. Data entry work ( MR, Receipts, and Stock adjustment ) related to SAP / material inventory System

Responsible for handling high value and techno-commercial intensive projects in ship repair, conversion, off shore, rigs and new build. The role require the senior project manager to indippendently handle projects from planning to delivery stages within the projected cost and achieving revenue targets.

Accountabilities

Key Accountabilities:
1. Responsible for handling high value and technically challenging projects in ship repair, conversion, new build and off shore jobs by achieving safety, quality and revenue targets planned.
2. Assist the Project Management Head in planning and implementing day-to-day operations in compliance with the established standards and procedures.
3. Identify any yard process which may cause delays, any expertise not available, expected resources shortage etc. and propose solutions for the same at an intial stage.
4. Responsible for monitoring the progress of the project to ensure timely delivery of assignments while maintaining standards and cost effectiveness. Ensure programs are front lined on daily basis. Develop contingency plans in advance in case items on the critical path are delayed.
5. Effectively manage the project team including commercial team, personnel from the functional departments and ensure effective communication among all stake holders at all times.
6. Arrange project meetings, internal and external as necessary to ensure the effective tracking of man-hours spent.
7. Track the cost of consumables which are being booked on the projects and maintain effective control of the same.

Job Summary and Purpose

Drive a strong and robust information security management system in the organization through threat/vulnerability detection, security scanning, penetration testing, security monitoring, identifying IT/OT security risks and other related information security activities. Ensure adherence to the various internal and international information security standards and also to provide technical consultation on multiple information security issues.

1.    Identify information security vulnerabilities and threats in the company IT/OT technology network and infrastructure using various techniques e.g. penetration testing and vulnerability assessment.
2.    Collate information from the conducted assessments and recommend appropriate remedial steps.
3.    Coordinate the development of the organization’s disaster recovery and business continuity plans for information security, and tests readiness.
4.    Develop, review improve and update information security policies, procedures, guidelines and other related documents.
5.    Provide support to build the organization wide information security awareness and training programs. Contribute and provide contents for its awareness activities.
6.    Monitor, evaluate and ensure the segregation of duties on all systems in order to mitigate the risk of unintentional and/or deliberate system misuse.
7.    Ensure compliance with the applicable internal and international information security standards (NIA, ISO27001).
8.    Monitor changes in legislation and accreditation standards that affect information security, notify the concerned parties and assists other departments to ensure regulatory compliance.
9.    Ensure appropriate administrative, physical and technical safeguards are in place to protect information assets from internal and external threats.
10.    Liaise and maintain contact with law enforcement authorities, regulatory bodies, security groups and industry forums in the field of Information Security.

14.    Work with the concerned parties on the security incidents and vulnerability management processes from design to implementation and beyond.

Job Summary and Purpose

This role encompasses the operational leadership and management of all staff responsible for Contracting within Procurement & Supply Chain. It is a key leadership role which recognizes the importance of this key function to NKOM in establishing contractually sound, cost effective and available sourcing of safe and quality shipyard services and labor. Responsible for all day to day operational management, policy compliance & improvement and professional management of the Contracting team.
The role demands high level communication skills to influence internal stakeholders across all projects as well as key external parties.  The success of this role will be measured by contractual effectiveness to deliver high availability & low cost on shipyard services and labor.  The role is key in underwriting the success of Procurement and is responsible for developing and maintaining relationships with key suppliers & providers on a global, regional and local scale for tendering, negotiations, contracting, legal consideration, closure, management of risk, as well as management of critical success factors such as security of supply and delivery performance.

Accountabilities

1) Manages all processes relating to subcontracting and leads a team of Contracting Officers and Admin  Assistants in executing subcontracting work to support the Operations Department which includes
a) Sourcing and identifying suitable subcontractors and maintain a list of Approved Subcontractors and database of subcontractors and their respective scopes.
b) Securing of subcontractors for project as required by end users.
c) Evaluation of performance of subcontractors’ performance and identifies areas of improvement.
2) Formulates policies and strategies to manage the sub-contracting processes in the most effective manner.
3) Develops, cultivate and maintains strategic relationship with sub-contractors.
4) Performs relevant elements of contract review relating to sub-contractor cost, as required.
5) Assesses and negotiates sub-contractors’ quotations and bills.
6) Liaises with the Commercial Department on forthcoming repair projects to prepare the upfront sub-contracting for the vessel arrival date and work scope, and the feedback for the costs of critical jobs.
