Key Skill Sets

Able to handle independently end-to-end complete scope management deliverable related to a large scale /size Oil & Gas industry (e.g., refinery, petrochemical, fertilizer, etc.) shutdowns /turnarounds. Able to handle complete list of work during a plan shutdown /turnaround.

Job Responsibilities:

PLANNING EXPERIENCE TO INCLUDE BUT NOT LIMITED TO:

  • Fully familiar with computerized maintenance management system in monitoring of day-to-day work orders, preventive maintenance program, collection of equipment data specifications and validating of equipment repair history for input in SAP.
  • Having technical report writing skills and usage of modern planning techniques and computer software’s such as Primavera (P6) / MS Projects / SMART Plant, MS Office – 2010, etc.
  • Familiar with planning norms for networking to calculate man-hours.
  • Having Knowledge in Shutdown /Turnaround Planning Milestones i.e. Continuous Planning Phase, Concept Phase, Definition Phase, Detailed Planning Phase, Pre-shutdown /turnaround Execution Phase, Turnaround Execution Phase & Post shutdown /turnaround Execution Phase.
  • Ability to review & freeze scope of work for shutdown /turnaround.
  • Familiar in Preparing WPS to activity level, Level-III, Level-IV network for shutdown /turnaround.
  • Network & Schedule for base scope & variable scope.
  • Talent in Calculating Resources based on Primavera and or MS Project for shutdown /turnaround.
  • Skill in Preparing Organization charts, identifying, preparing and conducting job clash analysis.
  • Capacity to Prepare Scaffolding, Insulation & Painting Estimation for a particular shutdown /turnaround.
  • Ability to Prepare S curve to monitor daily progress starting from scoping phase to pre-shutdown phase and then during execution and post shutdown periods.
  • Able to lead independently a group of planners for any shutdown /turnaround and plan a minimum of three (3) shutdowns /turnarounds simultaneously at a time.
  • Has vast Knowledge in Engineering, Construction and Business management techniques.
  • Has computer knowledge especially with MS Project, Primavera P6 and Microsoft Word, Excel, Power Point, Access, etc.)
  • Able to prepare Method of Statements and Job Safety Analysis of various static equipment and piping for maintenance activities. Also, able to identify hazards at every activity level and plan accordingly with proven mitigations and control measures.
  • Has capability to review rigging study for heavy lifting activities.
  • Has a good knowledge in generating realistic look ahead plans/programme from MS Project and or Primavera P6 tool during shutdown & Preparing Equipment Control Sheet.

EXECUTION EXPERIENCE IN PLANT SHUTDOWNS & TURNAROUND:

  • Able to plan & schedule the work to efficiently organize the site / facilities in order to meet an agreed plan /program of deadlines.
  • Has capacity to supervise & monitor the site work force through Site/Area Engineer, Area Supervisor /Foreman.
  • Able to conduct as well as attend regular meetings with all Performing Parties regarding the progress and to discuss / resolve any issues at the worksite.
  • Has excellent knowledge in monitor project schedule analysis & studies of problems areas to determine criticality of scheduling tasks.
  • Able to oversee Quality & HSE issues at site & ensure that regulations, policies and procedures are strictly adhered.
  • Able to resolve any unexpected technical difficulties /challenges & other problems that may arise during execution time.

Qualifications

  • HND or Diploma in Engineering (Mechanical, Electrical or Instrumentation) discipline.
  • Minimum 10 years’ direct experience in process operation planning, preparation and field supervision, including 5 years at senior supervisory level, within the Oil & Gas or Petrochemical industry.
  • Experience on review of scope of works, planning, preparation and review of documents especially execution work packages for shutdown /turnaround maintenance activities and external service requirements
  • Proficient in Engineering Codes and Standards such as API, ASME that is governing shutdown activities and ensure compliance to it in implementing.

Key Job Accountabilities

Job Purpose:

  • Ensures the timely completion of the all environmental studies including the Environmental Baseline Study (EBS) and Environmental Social Health Impact Assessment (ESHIA), including MME approval and issuance of consent to construct.
  • Supports PMT engineers, analysts and staff to implement the Project Environmental Management Programs during the FEED.
  • Contributes to the establishment, maintenance and improvement of Environmental Management Programs to fulfil environmental permit, legal and other requirements as well as Project’s Environmental Management System guidelines for the
  • Ensures FEED Contractors implement requirements of monitoring programs for emissions and discharges and supports environmental reporting, including monthly, quarterly and other ad-hoc reporting to regulators and stakeholders in accordance with environmental legal and other requirements and Project Environmental Management System (EMS).
  • Supports the implementation and sustainment of the Project Environmental Management System (EMS) including assessments and audits and Company Management System (Company MS) as applicable to facilitate compliance with environmental regulations and permit requirements.
  • Provides technical input on specific environmental focus areas, programs and emerging issues, as assigned by line management to fulfil permit, regulatory and/or other operational environmental requirements.
  • Coordinates and implements environmental studies, projects and contracts as and when required to comply with permit and/or other environmental and operational requirements. Performs site surveys and assessments to support studies to control discharges, emissions and wastes.
  • Promotes environmental awareness through the full duration of the FEED to enhance compliance with Project’s environmental requirements. Supports Project participation in environmental initiatives and projects with Company, with the aim of establishing and sustaining Project’s environmental performance and reputation.
  • Supervises environmental technicians and FEED Contractors’ personnel to ensure environmental monitoring activities are timely completed.
  • Supports field teams to ensure full compliance to the RLIC environmental permit requirements.

Key Result Areas:

  • Ensure that all environmental studies are competed in full compliance with environmental permit, legal and other requirements as well as Project’s Environmental Management System guidelines, and within the timeframe of the FEED.
  • Ensure that FEED Contractor policies and procedures (Environmental deliverables) are developed and comply with reference framework
  • Supports FEED Contractors with compliance to requirements of the MME Consent to Construct.

Knowledge Skills and Experience:

  • Bachelor or Associates degree in Engineering / Science from a recognized university and ten (10+) years’ experience in the Oil & Gas industry in environmental field or in lieu of a degree, minimum of twenty years of experience in environmental or regulatory matters.
  • Worldwide experience with EPC Contractors and construction sub-contractors in particular those involved in the construction of onshore production facilities (i.e. green-field and brown-field work).

Person Specification – Minimum Requirements

Qualifications

  • Bachelor of Science in Engineering or higher diploma with proven project management and execution experience including brownfield execution.

Knowledge and/or Experience

  • Minimum of fifteen (10) years of experience in the oil and gas industry preferably in LNG industry with a minimum of 5 years in a management position.
  • Proven experience as Discipline Engineer, Project Engineer, Interface Engineer and Interface Head.

  • Experience with government agencies, international oil companies as representatives in a joint facility / joint venture and commercial / legal personnel, as Company or EPC Contractor.
  • Understanding of Joint Facility Operations and related commercial governance for an international oil and gas project development.
  • Excellent oral and written English skills. Able to write Technical reports in English.

Accountabilities

  • Manage all technical Interfaces between EPCs and Offshore. ensure comprehensive, multi-functional review of all requests and meets Project objectives, requirements, budget, and schedule
  • Assess information on overall Interface Agreements (IA) process performance and implement improvements ensuring that the process is fit for purpose, accepted by the EPC-1 Contractor, is appropriate, well established and maintained. Manage guidelines and procedures necessary to support and control the Interface Agreement (IA) process within NFXP Onshore Project organisation.
  • Plan and organize the interface works and activities based on identified interfaces and priorities.
  • Provides clear, accurate, timely, and consistent two-way communication with other organizations (internal & external) with respect to the exchange and alignment of interfaces related information and documentation.
  • Provide leadership and accountability for the NFXP Onshore Project’s EPC-1 interface with EPC 2, EPC 3 and EPC 4 Contractors, Offshore Contractors
  • Responsible for ensuring timely evaluation, co-ordination, expediting and approval of Interface Queries (IQ) and Agreements (IA) as per the provisions of the Section 4 of the Exhibit 5.
  • Promote clear, accurate, timely, and consistent communication with internal organizations with respect to transferring interface information and documentation.
  • Implements and maintains the EPC 1 Contract PMCS Interface Management Module to coordinate EPC 1 Contractor interfaces related works and activities.
  • Review, coordinate comments to support approval of the EPC-1 Interface Management Plan, in accordance with the Section 4 of the Exhibit 5.

Our client, world’s largest liquefied natural gas company, is urgently looking for a ” Lead Logistics – EPC “ willing to work under the following conditions for an upcoming project:

Terms and Conditions

Work Location: Qatar Onshore & Possibility of overseas: Japan/France

Status: Single/Resident/Onshore

Work schedule: 6 days/ week, 10 hrs/Day

Contract Duration: 24 Months

Minimum Requirements

Knowledge / Experience:

  • 15 Years direct hands-on experience of overseeing the importation and trans-shipment of significant quantities of material for the oil and gas industry. Preference is given for experience in Qatar / GCC Countries.
  • Contemporary knowledge of port rules and regulations with extensive experience on receiving and custom clearance procedures. Knowledge of Qatar importing regulations and procedures a definite plus.
  • Familiarity with road transportation logistics including containerized and non-containerized freight

Technical Skills:

  • Strong personal commitment and knowledge of safety and environmental aspects of major construction projects
  • Proactive team player with strong communication skills, including the ability to interface with other disciplines and external groups, including customs and port authorities. Ability to supervise or conduct work by influence.

Key Job Accountabilities

  • Must become thoroughly familiar with Port clearance regulations and unloading procedures. The incumbent is to ensure that Contractor’s transportation and logistics control procedures and plan is properly developed and implemented for timely unloading of materials/equipment from available port facilities and subsequent timely transportation to project designated laydown or other site locations.
  • If material and equipment unloading and transportation logistics are causing schedule problems, the incumbent must work with the Construction and Interface groups to facilitate solutions and assure that proper actions are being taken for rectification by Contractor
  • Ensure Contractor’s timely development and effective implementation of Project Unloading, Transportation and Logistics Systems, Procedures, and Detailed schedules. Closely monitor and audit contractor’s relevant implementation plan.
  • Ensure Contractor has in place an efficient process for the clearance of shipping documentation for cutoms clearance.
  • Coordinate closely with Port authorities in Doha and RLC for regulations, procedures and working schedule details. Understand limitations and constraints of port facilities and manpower to assess and provide proactive suggestions to improve the unloading and transportation operation of the Contractor.
  • Work with material control group, both the site team and the Contractor, to ensure logistics plan developed by contractor fits the scheduled delivery requirement, and jointly develop contingency measures for delivery recognizing the port capacity limitations
  • Interface with other projects and port authorities on a working level to facilitate the effective sharing of port facilities and prioritization of materials where critical Interface and update information with other EPC’s is of critical importance since the four EPC projects share common accesses and roads inside the site area.
  • Work with construction planning group and interface group, together with other EPC’s as required, to facilitate alternative routes due to inevitable access road obstruction and to meet construction requirements. More importantly, preventative measures and pro-active contingency planning should be taken into constructability studies to minimize such obstructions.

MPH Global Services Qatar Job Description

1. Leads electrical engineering design and planning activities and ensures EPC contractor develops detailed design in accordance with local regulatory requirements, industry standards, project specifications and any approved variations.

2. Resolve electrical discipline issues to ensure engineering design addresses Project’s expectations and objectives. Communicate and elevate issues before they escalate to Project Management when necessary.

3. Review technical aspects of electrical system purchase orders with EPC Contractor and vendors in accordance with the roles and responsibilities stated in applicable contract(s) to ensure safe and seamless integration of electrical systems to the existing operating facilities.

4. Assess discipline plans and work schedules to ensure effective completion of project activities and provide data (narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays.

5. Develop, update and amend design / project philosophies, specifications and procedures ensuring that all references to Electrical Engineering are current and relevant.

6. Monitor and provide guidance to EPC Contractor to ensure key discipline deliverables, progress/milestones are met. Recommend additional technical support where necessary to address gaps.

7. Coordinate and analyse discipline issues for resolution. Provide Electrical Engineering input to other engineering disciplines, construction, procurement etc as necessary. Support commissioning and system completing activities and make appropriate recommendations to management on electrical matters.

8. Plan and schedule Electrical Engineering deliverables to enable efficient execution in meeting project milestones/schedule

9. Leads brownfield interface coordination with Company to develop detailed design and execution plans to tie-in to existing systems.

10. Contribute to Safety analysis studies and provide the required input to support project management in key decisions making. Participate in sharing lessons learned, together with capturing current lessons learned to benefit future projects.
