Fire Station Officer   |  JHB009199

Our international department is seeking a Fire Station Officer to join a reputable Oil & Gas company in Qatar. The incumbent will report to a Fire Station Commander.  You should have at least 10 years working experience as a Fire Station Officer to be considered for this position (with degree) – or minimum 15 years (with Diploma). Also, you should be be able and willing to work shifts.

Principal Accountabilities

  • Fire Station Routines: Perform the defined routines in the Fire Station during the shift encompassing training, exercises, equipment testing, Asset Operator inspections etc.
  • PDA Availability: Check the availability and condition of required minimum PDA (Pre-Determined Attendance) encompassing personnel, appliances and equipment at start of shift; call out and coordinate deployment of reinforcements speedily.
  • Appliances and Equipment Inspections: Supervise inspections of all appliances, apparatus and equipment. Submit reports on defects for action by Station Commander.
  • Incident Response: Respond to all incidents and perform role of QP Lead Fire Officer until relieved by a more senior officer in case of major incidents.
  • Incident Reporting: Submit reports on all incidents responded and follow up on corrective actions.
  • Incident Investigation: Support investigation of incidents including providing subject matter expertise.
  • Emergency Communications Centre Coordination: Coordinate all communication regarding appliances, material and manpower with Emergency Communications Centre (ECC) during the shift. In addition, provide situational updates from the site to the ECC during incidents.

Qualifications / Knowledge / Skills / Experience

  • Degree in Fire Protection, Emergency/Disaster Management from a recognized university AND Member of Institute of Fire Engineers. Diploma will be considered if supplemented by appropriate professional experience.
  • At least 10 years working experiences a Fire Station Officer (with Safety degree) or 15 years in case of Diploma.
  • Experience in industrial fire operations preferred.
  • Strong and effective leadership skills.
  • Strong communication skills in English
  • Shift Handover: Prepare and submit shift handover report to the incoming Officer

Our international client is looking for a Audit Specialist to join their team in Qatar. The successful incumbent will report to Chief Internal Auditor.

Key Job Accountabilities: 

  • Reporting to the Chief Internal Auditor, this position specializes in Fraud Investigations and Special Reviews and will need to be a skilled investigator with attention to details.
  • In addition, should lead, plan and execute complex internal audits to evaluate the adequacy and effectiveness of internal controls, accuracy of information reported and compliance with policies and procedures.
  • Ensure all activities undertaken comply with anti – trust and competition laws and the Company firewall policies and procedures.
  • Report any significant changes identified during the audit process to the Chief Internal Auditor (CIA) to ensure the completeness and accuracy of audit coverage.
  • Contributes to the development and update of risk assessment and audit plans to ensure all relevant key activities are identified, prioritized and audited as necessary.
  • Plans complex audits by analyzing business processes and preparing risk assessments to determine the controls to be tested. Prepares the audit scope, objectives, and audit program steps to test the system of controls and obtains approval for the plan from the CIA. Formulates and agrees audit plans, scope and objectives with auditees.
  • Conducts complex audit fieldwork by coordinating audits teams and testing controls and compliance with policies, procedures and agreed practices that includes leading investigations.
  • Prepares internal audit reports, audit plans, progress reports, early reports on potential significant findings and reviews audit reports prepared by other Auditors.
  • Conducts follow-up of prior audit observations to ensure agreed actions are implemented by the Auditee. Supervises follow-up work conducted by Audit staff.
  • Trains and develops Auditors “on the job” regarding IAD standards, audit process, company business and processes, observation and report writing, to ensure continuous development of IAD talent pool.
  • Support Shareholder’s audits and any other external audits coordinated through IAD to ensure their successful completion.
  • Conducts special reviews under supervision of Head or Audit Specialist as requested by CIA to address specific concerns of senior management.


Qualifications:

  • Bachelor’s degree in Finance, Accounting, Business Administration, Engineering or other relevant discipline
  • 10 years experience in the oil & gas industry in internal audit/compliance/risk management or inspections or testing roles 5 years in middle management/supervisory roles
  • Experience leading fraud investigations and special reviews
  • CIA, CFE, CISA, or other relevant certifications are highly preferred
  • Good knowledge of oil & gas operations, specifically key processes, key risks, and key controls.
  • Good awareness of corporate governance and risk management processes.
  • Strong knowledge of Institute of Internal Audit professional standards and auditing processes.
  • Knowledge of SAP, Teammate, ACL or other similar Audit tools.
  • Good understanding of IT security and auditing standards.
  • Able to maintain good judgment, manage conflict, lead and influence objectively with tact and persuasion.
  • Computer literacy with ability to use word-processing, spreadsheets, databases and graphics applications.

  • B.Sc. in Engineering, preferably Fire Safety Engineering or equivalent.
  • Minimum 10 years of experience with the fire safety systems of oil & gas industry, chemical/petrochemical industry, their inspection and integrity.
  • Knowledgeable with the relevant health and safety regulations, fire safety systems, their integrity and zoning requirements, including occupational safety and health.

  • Implement inspection strategies and monitoring processes, initiatives and plans to provide assurance that the established the fire & safety requirements have been achieved and maintained.

  • Carry out fire & safety inspection/audit of Petrol Stations to assure the compliance with HSE PSEC requirements on regular basis/ad-hoc and recommend areas for improvements.
  • Review the Petrol Stations fire & safety documentation to assure the compliance with HSE PSEC requirements and recommend areas for improvements.
  • Establish and maintain Audit Log that include date of inspection, type of inspection, risk rating and report status.
  • Establish and maintain the required inspection records for each Petrol Station, including the relevant checklists and non-compliance records along with their close out evidences.
  • Provide technical support on fire & safety aspects to HSE inspection team, coordinate and discuss with the specialists the fire & safety technical issues.
  • Develop and issue periodical HSE site inspection reports, but not limited to fire & safety requirements for all Petrol Stations across State of Qatar.
  • Identify and prioritize existing and potential risks and develop risk management strategies and mitigation controls.
  • Reports to Lead Inspection & Monitoring on a regular basis to agree priorities and discuss the status of each activity.
  • Able to work well with others in a collaborative and productive manner, and to interpret, review and analyse site documentation.
  • Able to plan and conduct inspections and implement monitoring plans, policies and procedures.
  • Familiar with the relevant HSE regulations and have an understanding of occupational safety and health matters.
