IOM Internationale Qatar Job Description

Position Title : Programme Manager (Mental Health and Psychosocial
Support (MHPSS))

Duty Station : Doha, Qatar
Classification : Professional Staff, Grade P3
Type of Appointment : Fixed term, one year with possibility of extension
Estimated Start Date : As soon as possible

Core Functions / Responsibilities:
1. Manage and oversee the implementation of the programme. Backstop the technical, financial
and operational aspects of the programme.
2. Manage and supervise the work and performance of the programme team (Mobile Teams,
Project Officers, Project Assistants, National coordinators, and consultants).
3. Oversee and provide advice for the management and implementation of activities of the IOM
programme and of local non-government organizations (NGOs) supported by the programme,
including the implementation of needs assessments, intervention protocols, direct assistance
provisions and education, in strict adherence to the project scope and activities as set forth in
the approved project proposals, and IOM Manual on CB MHPSS in Emergency and
Displacement.
4. Promote human rights and protection principles and standards or policies, ensuring that all
internal units, sectors and working groups fulfil their responsibilities in mainstreaming protection.
5. Ensure the coordination, implementation and monitoring of IOM programmes and activities.
Take action to ensure that identified protection needs, including an Age, Gender, and Diversity
(AGD) approach, are adequately addressed.
6. Ensure that systems for the proper coordination of working groups under IOM’s MHPSS and
Protection programme are in place (MHPSS working group, and others as per project scope).
7. Develop and ensure the implementation of capacity building activities of staff, mobile teams,
humanitarian actors, government officials and NGOs’ personnel, including designing curricula
and tools to monitor the quality of interventions including MHPSS/Protection strategy. Liaise with
academic national and international partners, when needed, including security forces.
8. Ensure and strengthen close coordination and liaison with governmental and
non-governmental counterparts (Bureau of Population, Refugees, and Migration (PRM), US
Department of State, US Department of Defense, Government of Qatar, United Nations
Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), Qatar
Red Crescent Society, Qatar Charity, and International Committee of the Red Cross (ICRC)).
9. Respond to information requests and develop further project proposals based on emerging
and identified needs in the psychosocial and protection domain in CAS, within and beyond the
emergency response as well as durable solutions.
10. Facilitate, in strict coordination with the Global MHPSS Section, Protection Section at IOM
Headquarters (HQs) and RO, the large-scale information sharing and publication of all the
projects in the unit.
11. Ensure proper documentation of every activity of the project including regular reporting to
the donor as required in the donor agreement.
12. Ensure donors visibility including focus on funding and budgetary aspects of the programme.
13. Ensure the consideration, integration and mainstreaming of cross-cutting issues related to
gender, children, and other vulnerable groups in the programme.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:

Education

  • Master’s degree in Psychology, Social, Anthropology Work or a related field from an accredited
    academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in designing, managing psychosocial, protection and prevention of counter
    trafficking support programmes in emergency and transition and recovery contexts;
  • Experience in providing psychosocial support in emergency as well as in mainstreaming
    psychosocial approach into the response to vulnerable population;

  • Experience in a complex humanitarian emergency or post-conflict environment.
  • Experience in coordination, community-based approaches that are customized to address a
    range of vulnerabilities across diverse groups to prevent main risk factors such as human
    trafficking;
  • Experience in clinical supervision of mental health professionals and social workers an asset;
  • Participation to IOM corporate programme in Psychosocial Interventions in Emergency and
    displacement will be considered an asset; and,
  • Experience of working in the field and familiarity with the region will be advantage.

Skills

  • Knowledge and experience in facilitating training and developing curricula;
  • Proficient in MS Office applications and basic knowledge of SPSS;
  • Knowledge of Protection principles and IOM policies and procedures;
  • Knowledge of data driven approaches that guides collective action across local agencies and
    institutions and the priorities of the response in the programme;
  • Commitment to help persons of concern and willingness to cooperate with counterparts;
  • Good analytical skills; and,
  • Strong interpersonal and communication skills in a multi-cultural setting.

Languages

  • IOM’s official languages are English, French, and Spanish.
  • For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic,
  • Pashto, and Dari is an advantage.

1. Contribute to the development of and implement a project M&E system to generate regular
information related to project progress.
2. Review common indicators for data collection, assist in developing data collection
tools/templates, and implement regular data collection/generation processes.
3. Provide technical support to project staff on implementing the M&E system and logical
framework and liaise with project management to collect and analyze data and to report on the
status of project progress and achievements.
4. Collect, check, verify and compile data from the field as stipulated in the M&E guidelines and

6. Contribute to the development of Post Descriptions (PD), training materials and

Required Qualifications and Experience:

Education
• Master’s degree in Development, Political, International Relations, Governance or Social
Sciences or a related field from an accredited academic institution with two years of relevant
professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• At least two years of experience in humanitarian and/or development organizations in
developing, implementing and/or coordinating M&E related tasks;
• Experience in community/development service provision or programming, M&E design, or
implementation, or both;
• Experience in quantitative and qualitative data collection and analysis.
• Practical experience utilizing database software;
• Experience working for the United Nations, an official mission, non-governmental organization,
or relevant government department a distinct advantage.

Position Title : Migration Health Officer (Health Assessment Programmes)
Duty Station : Doha, Qatar

Responsibilities:

1. Organize and supervise Doha IOM MHAS’ migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
• Medical examinations;
• Imaging;
• Laboratory testing;
• Vaccinations;
• TB management;
• Treatment and referrals;
• Pre-departure procedures and medical movements;
• Documentation, certification and information transmission; and,
• Other technical areas as may be required.
2. Conduct health assessment for refugees and migrants, including review of medical history, physical examination, evaluation of Chest X-ray (CXR) and review of the lab results in accordance with the technical guidelines of the resettlement countries.
3. Maintain the infrastructure and equipment of MHAS premises, so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the
services.
4. Coordinate, with the Chief Migration Health Officer (CMHO), human resources and MHAS organizational structure needs to ensure sufficient and adequate planned levels of health
assessments and that staff has necessary qualifications and skills. Contribute to the network of external human resources, such as consultants and medical escorts, to support health
assessment process and travel assistance.
5. Ensure that the Chief Migration Health Officer is informed about the MHAS’ health activities and that the IOM medical facilities have obtained approval to provide health assessments and
related services.
6. Contribute to and maintain efficient, client-centered procedures while ensuring a high level of integrity at all stages of the MHAS’s process, including client information and appointment system, payment, registration, pre and post-test counselling, examination, testing, treatment and referrals, submission of health assessment results, pre-departure and other procedures.
Establish within MHAS a system enabling clients to provide feedback.
7. Contribute to and maintain a system of quality improvement for each service area within the MHAS. Undertake quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM Standard Operating
Procedures (SOPs); create and implement Doha MHAS specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
8. Collaborate with the CMHO to incorporate additional public health interventions in the HAP
context. Interventions may include surveillance for communicable diseases, outbreak
preparedness and response, health education and health promotion, public health services for
host communities, liaison with public health institutions and other activities.
9. Supervise health and non-health staff as well as external consultants involved in the health assessment process; ensure that performance evaluations for health staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform in due time the CoM and the IOM Office of Ethics and conduct of any issues regarding staff misconduct.
10. Establish the MHAS staff development strategy in coordination with the CMHO, ensure that the appropriate plan is implemented. Within that plan, apart from attendance to external educational events, initiate, contribute to the organization and delivery of various professional Page 2 / 6 in-house trainings.
11. Liaise with external service providers to negotiate agreements in coordination with Resources Management Officer (RMO). Exercise quality control over outsourced services and take corrective measures if necessary.
12. Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.
13. Organize systematic collection, processing and analyses of migration health data according to guidelines established by the CMHO. Ensure data quality. Provide periodic, as well as ad-hoc reporting to the CMHO for migration health activities.
14. Oversee the financial aspects of the MHAS in close coordination with the mission’s finance staff: supervise budget preparation, suggest adjustments and cost-effective solutions, and review financial reports.
15. Provide oversight and coordinate the procurement of medical equipment, vaccines, medications and other medical supplies in coordination with the CMHO and the resource management unit. Other health activities
16. Facilitate the integration of health assessment activities into the overall migration related programming of the Mission in Doha through close collaboration with the various units at the Country Office level, if required.
17. Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas – Health Promotion and Assistance to Migrants and Migration Health Assistance to Crisis-Affected Populations, if required.
18. Perform such other duties as may be assigned by the Chief Migration Health Officer (CHMO), 2nd SES manager (CoM) or Director of the Migration Health Division.

Education
• University degree in Medicine from an accredited academic institution with at least seven years
of professional experience; or,
• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience
• Working experience in the domain of medicine, four years of which is continuous clinical
experience (either in clinical set-ups or immigration / resettlement medical examinations or health assessments);
• Experience with team management/ supervision is required, preferably within the context of
immigration/resettlement medical examinations;
• Knowledge and experience with the health segment of Unites States Refugees Admission Programme (USRAP); Experience in the provision of immigration medical examinations for
Australia, Canada, UK, and New Zealand will be considered as advantageous.
• Experience in managing health assessment programmes of a significant size, management of Page 3 / 6 resources and personnel within migration health or public health projects;
• Experience in TB, migration health or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;
• International experience in global public health issues, emergencies and policies; and
• Experience in liaising with governmental and diplomatic authorities as well as national and international institutions.

Skills
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• Effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM;
• Effectively applies knowledge of migration issues within the organizational context;
• Correctly frames migration issues within their regional, global, and political context. Languages
IOM’s official languages are English, French, and Spanish.
