Overview
The English and Examinations Strategic Business Unit (E&E) is one of three strategic business units in the British Council (the others being Arts and Education & Society) all of which have the remit to build trust for the people of the UK by building relationships through aspects of our language and culture. E&E achieves this by enabling people across the world to access the life-changing education and work opportunities that are created by learning English or gaining valuable UK qualifications. Promoting the English language also provides a medium for communication, helping break down barriers of misunderstanding or mistrust between cultures.

This role is a new role as part of the English Transformation programme. In line with the Global Recruitment policy, standard application and recruitment decisions will apply for this role.

Role purpose
To ensure the region maximises commercial market opportunities through the effective deployment of learning and assessment products.
To ensure consistency of standards in the delivery of new/existing and enhanced products and services.
To provide the link between the market and the regional /global product and service strategy and curriculum, ensuring market relevance to regional/global products.
To ensure successful deployment/embedding of new products and services to markets in the region.
To work alongside the Global Product Team in defining opportunities and business cases, and to represent the voice of the customer in those opportunities and cases.

Main accountabilities 

  • Manages the product portfolio across the region ensuring products/pilots are properly specified, designed and evaluated so they deliver maximum contribution to the British Council’s overall objectives and business targets.
  • Manages the testing and roll out of new products/pilots and develops a feedback cycle to ensure a continuous improvement process for all products and services.
  • Works with countries, the Global Product Teams, and regional marketing teams to drive innovation and commission new product design/development/enhancements to better meet segment and subsegment needs.
  • Partners with country and regional marketing, sales and customer service leads to develop customer insight by undertaking targeted, bespoke research and analysis to identify current and future market trends across the region to support and inform the development of high quality, commercially viable products and services which meet external demand
  • In conjunction with Teaching Excellence colleagues where appropriate:
  • Makes sure that latest thinking, innovation and best practices in pedagogy and assessment are incorporated in products and enhancements
  • Develops trust-based relationships with a range of key practitioners, partners, organisations, and stakeholders to inform the development or enhancement of products and services
  • Using agreed corporate systems and processes, plans and manages the budgets allocated from the product development Stage Gate process/ Regional budgets for a discrete strand of the unit’s work, and for a number of medium- to large sized projects, programmes or pilots
  • Sets and oversees the work plan for major products/services and pilots within the region, working with a range of internal and external stakeholders across the region to ensure high quality, timely delivery.  Time horizons are likely to be quarterly to annual

Knowledge and Experience
 Essential

  • Experience of successful product portfolio management and product development.
  • End to end product management experience.
  • Demonstrated experience working in an English Language learning management or assessment development role.
  • Experience of working collaboratively with multiple stakeholders across an organization to achieve objectives

Desirable

  • Experience of working with English language learners and test takers in Region MEA
  • Experience of successfully delivering an educational change programme across a geographically dispersed area i.e. across several centres in one country or several countries in a cluster or region

Role Purpose

To lead the effective delivery and completion of a key English language training contract. The postholder will be required to lead on operational, relationship, line and academic quality management within a military context.

Role context

The British Council has been operating in Qatar since 1972, and currently employs approximately 70 full time staff. British Council Doha has a main teaching centre which sees per term around 300 Adult students, over 250 Young Learners and a range of off-site corporate contracts.
British Council Qatar has been supporting and developing the English language skills of military personnel in Qatar since 2017. The final phase of this contract, from February to October 2022, requires a suitable Senior Teacher to oversee the operational and relationship management of the project. This role will be key in supporting the teachers in achieving the agreed outcomes of the contract through academic and line management.

Main Accountabilities:

Programme delivery 
•    Implement operational procedures and systems to ensure teaching delivery remains on track and achieves project outcomes.
•    While there are no fixed teaching hours, the senior teacher will act as the main substitute teacher for the 8 teachers on the project.
•    Provides timely feedback on operational issues and events to more senior managers, enabling the adaptation of work plans where necessary and supporting continuous improvement in the efficiency and quality of service delivery

Customer service 
• Takes end-to-end accountability for researching and obtaining satisfactory and timely resolution of any client operational complaints and issues, coordinating input from other colleagues as required. Ensures the customer is kept informed throughout the process.

Relationship & stakeholder management 
• Develops good working relationships with appropriate colleagues throughout the British Council to facilitate effective and efficient service delivery.
• Leads regular meetings o report progress to clients, ensuring these run efficiently and effectively and that a positive, professional image of the British Council is projected.

Risk & compliance 
• Follows agreed corporate risk management processes and procedures when delivering services (e.g. security policies, financial protocols, anti-fraud measures) to protect the interests of the British Council and its customers at all times.

Analysis & reporting
• Using standard procedures and templates, regularly records, analyses and reports on operational activity levels and performance data for clients.

Leadership & management 
• Plans and prioritises own work activities, which span across a range of different work streams, responding to changing and at times competing requirements to ensure effective delivery of responsibilities over a weekly/monthly time horizon.
• To manage the day to day performance of a small team of teachers (approx.8), dealing with sickness, discipline, motivation etc, to ensure high quality service delivery is maintained at all times

About You (essential requirements for the role):

•    Proven ability to manage or contribute to and develop pedagogic activities such as syllabus design, teacher timetabling, class scheduling and course planning.
•    Proven ability of undertaking teacher observations, teacher training, line management and/or professional development of teachers and support staff.
•    At least 4 years full time and relevant EFL teaching experience after initial training (TEFL-I level) including Corporate, ESP and Soft.
•    Experience of operational management for off-site training programmes
•    English (IELTS Level 8.5 or proficiency level)
•    First Degree in a related field.
•    TEFL Q qualification (DELTA or Trinity Diploma in TESOL)

Desirable requirements:

•    Experience supporting EFL projects within a military context.
•    Arabic language skills
•    Masters in EFL or Linguistics

Additional Role Requirements 

Proof of Identity requirements/right to work in country

Candidates are expected to have researched whether they have the right to live and work in the country in which the role is based. Given that our offices have different legal status depending on the work we do in those countries, we recommend that you contact HR in country for additional information on the likelihood of securing a visa. Only at its discretion will the British Council provide support so please check first whether visa support is offered.

Gaining residency in Qatar is a complex process and many restrictions apply. The main issues to take into consideration are:

1. The Qatari authorities have placed restrictions on certain categories of people. As such, Residence Permits currently cannot be gained by:

a. Nationals from certain countries – the list of affected countries is not publicised and changes without notice.
b. Those aged 60 or above
c. Unmarried partners – only married partners may be sponsored and therefore obtain the appropriate residence permit. It is unlawful in Qatar for unmarried partners to cohabit.
d. Male children above 25 years old and not enrolled in higher education

2. For reasons that are beyond our control, it is unfortunately not possible for female employees sponsored by the British Council to sponsor accompanying family members.
3. Male employees can only sponsor their accompanying family members if their salary is equal or greater than QAR10,000.

4. Holders of passports containing an Israeli stamp will not be granted visas to Qatar
5. Successful candidates will need to provide many documents, some of which must be legalised. This is mandatory to gain residency in Qatar. Unfortunately, distance or online learning programs are not recognised in Qatar.

6. Medical tests are carried out in-country before a residence permit is granted – tests for major infectious diseases are carried out. The British Council has no control over this process.

7. It takes a minimum of 4 months for a person to be able to sponsor spouse and children to gain residency in Qatar. In general, family members will not be able to accompany the staff member to post from the onset of the contract.

 

Fulfilling the above requirements does not guarantee that we will be able to secure the appropriate visa or permit for you or your family members. Unfortunately, the British Council has no control over such governmental decisions.
